Equatorial Guinea Reports Progress on Gender Equality, Elimination of Violence Against Women

Senior government adviser details new legal framework and nationwide education campaign

Equatorial Guinea has moved aggressively to protect women and girls from violence under the government of President Obiang NguemaMbasogo, according to President Obiang's senior adviser on women's issues.

Antonina Miko Mikue, Counselor of the Presidency of Government on the Advancement of Women in Equatorial Guinea, told UN representatives during the 57th Commission on the Status of Women (CSW) that her government has created a Family Court to prosecute gender violence and juvenile offenses and to adjudicate marital disputes. In addition, the government oversaw the construction of shelters for victims of violence and the development of education and awareness programs on gender violence and equality.

The CSW was designed to act as a global policy-making body dedicated to gender equality and promoting female empowerment worldwide.

In honor of the 57thCSW’s theme “Elimination and prevention of all forms of violence against women and girls,” Ms. Miko discussed how the Government of Equatorial Guinea has worked to eliminate all forms of violence against women and girls.

“Equatorial Guinea knows that despite everything, a lot still needs to be done and therefore reaffirms its commitment to eliminate all forms of violence against women and girls,” she said. “It endorses the resolutions adopted by this Assembly.”

The Government of Equatorial Guinea has ratified nearly all international and regional conventions aimed at preventing, calling attention to, and eradicating violence against women. It has also adopted a National Action Plan to Promote Multisectorial Women and Gender Equality.

At the end of the 57thCSW on March 15th, the Assembly will evaluate the progress of the Commission’s former resolutions and draft proposals for recommendations on outstanding issues. Participating members, such as Equatorial Guinea, will then work to implement these recommendations and promote gender equality worldwide.

Equatorial Guinea Supports Small and Medium Businesses with New Office of Economic and Business Information

The Government of Equatorial Guinea recently opened the headquarters of the new Office of Economic and Business Information of the Ministry of Economy, Commerce and Business Promotion (OIEE) to support the growth of small and medium businesses.

The office was built as part of the Government’s initiative to promote social and economic development with the support of the Ministry and the company EG LNG. Together, they are working with international and national entrepreneurs to expand their businesses.

According to Daniel Minang, Director-General of Business Promotion, the OIEE was created based on recommendations resulting from the Second National Economic Conference and the EG LNG’s suggestion to set up a business support office.

Entrepreneurs and reporters recently visited the new office to see firsthand how the Ministry and EG LNG are working together to promote social and economic growth. As part of their initiative, they will provide training and consulting services to businesses and employees as well as training courses for students. 

“The operation is simple,” said Daniel Minang, “businessmen or entrepreneurs come into the office and, as needed, the right technician helps them.”

The creation of a new OIEE office is representative of the Government’s efforts to achieve the objectives of Horizon 2020, Equatorial Guinea’s plan for economic development.

Representatives meet in Gabon to discuss sustainable development in the oil and gas industry

Equatorial Guinea is one of 18 African countries represented at the 5th African Oil and Gas Conference this week in Gabon.

Beginning on Tuesday, March 26th, 600 delegations will spend the next three days discussing the current status of the oil and gas market under the title, “Prospects for oil in Africa, balance between production and sustainable development.”

The conference, which was co-organized by the Association of African Petroleum Producers (APPA), is recognized as the industry’s most important event in Africa. It provides participants the opportunity to explore new opportunities and engage in conversation with key political, economic and institutional heads of APPA member countries.

Equatorial Guinea’s participation is reflective of their efforts to strengthen the oil and gas industry, which has significantly contributed to the country’s economic development.

Minister of Foreign Affairs Meets with Nigerian Delegation to Improve Bilateral Relations

Equatorial Guinea’s Minister of Foreign Affairs, Agapito Mba Mokuy, met with Nigerian counterpart, Nurudden Mohammed, this week to discuss ways to improve bilateral relations. This is the 5th joint Nigerian-Equatorial Guinean commission dedicated to strengthen ties between the two countries. According to Agapito Mba Mokuy, this meeting focused on celebrating common historical ties and promoting cooperation between the two nations.

Equatorial Guinea Attends 5th Annual BRICS Summit

Obiang Nguema Mbasogo, President of Equatorial Guinea, recently attended the fifth BRICS Summit (Brazil, Russia, India, China and South Africa), held in Durban, South Africa from March 26-27.

BRICS aims to achieve peace, security, development and cooperation. The BRICS Summitseeks common ground on key areas for the world’s leading emerging economies, Brazil, Russia, India, China and South Africa. The Summit focuses on political and entrepreneurial coordination, in which BRICS member countries have identified business opportunities, economic complementarities and cooperation opportunities.

This year’s BRICS Summit focused on BRICS and Africa, a partnership for development, integration and industrialization. The leaders reaffirmed their commitment to the promotion of international law, multilateralism and the central role of the United Nations (UN). The group said to be open to increasing their engagement and cooperation with non-BRICS countries, in particular Emerging Market and Developing Countries (EMDCs) during their closing declaration.

The first BRIC Summit was held in Russia, where the leaders of the four countries formally declared the membership of the BRIC economic bloc. South Africa joined the group in 2010, resulting in BRICS.

Equatorial Guinea Supports Young Entrepreneurs with Loans

On March 30, 2013, Equatorial Guinea’s Second Vice President, Teodoro Nguema Obiang Mangue, pledged to financially support young entrepreneurs through loans with the CCIBANK Bank.

As President of the Youth Foundation of the Democratic Party of Equatorial Guinea, Nguema Obiang Mangue, is working to negotiate the total loan value with the bank. The expected value of the loan is two billion CFA francs. 

Nguema Obiang Mangue expressed his desire to promote solidarity and national development through these loans. He said that the program aligns with the country’s Horizon 2020 plan, which was established in 2007 to stimulate economic growth and development.

National University of Equatorial Guinea Signs Student Exchange Program Agreement with University of Castilla

The National University of Equatorial Guinea (UNGE) and the University of Castilla-La Mancha, in Spain, signed an agreement this week to establish an exchange program for their students.

There was a delegation from both institutions at the signing of the agreement. Representing the University of Castilla was the Director of the School of Mining and Industrial Engineering, Jose Maria Iraizoz Fernandez, along with the Deputy Director of Strategic Planning and External Relations, Demetrio Fuentes Ferrera, and the Honorary Consul of the Republic of Equatorial Guinea in the Basque Country, Miguel Macarro Herrero. Carlos Nse Nsuga represented the UNGE delegation.  

According to Nse Nsuga, the agreement will be similar to those already signed with Spanish academic institutions such as the Polytechnic University of Valencia. He also announced that a delegation from UNGE will travel to Madrid soon to establish a soccer school within the university school of teacher training.

Equatorial Guinea Congratulates Ceiba’s Expansion to Madrid

After successfully adding a Malabo-Madrid line, Ceiba Intercontinental Airlines opened a new customer service office in Madrid last Thursday, April 11. Agustin Nze Nfumu, the Minister of Information for the Republic of Equatorial Guinea, represented President Obiang Nguema Mbasogoat the inauguration of the new office.

In a speech during the inauguration, Agustin Nze described the new office as an opportunity to strengthen relations between the two regions and celebrate their Hispanic heritage. He also said that, “this Ceiba office is the door that gives [Spaniards] a first welcome to Equatorial Guinea, a welcome that all Equatorial Guineans will personally give them when they come to visit us.”

Following the opening of the new office, Ceiba Intercontinental announced that it will include three new Boeing 737s to its fleet. In addition to three Boeing 737s, Ceiba’s directors are looking for other units to incorporate, which would allow them to add new routes.

According to Agustin Nze, the expansion of Ceiba Intercontinental is representative of Equatorial Guinea’s recent efforts to play a bigger role in the international community and strengthen relations with other countries. It provides the government the opportunity to increase cultural exchange and show the world how Equatorial Guinea is developing economically and socially.

U.S. Federal Judge Dismisses Case Brought Against Equatorial Guinea Vice President

A federal judge has dismissed a suit brought by the Justice Department to seize a Gulfstream jet owned by Teodoro Nguema Obiang Mangue, second vice president of the Republic of Equatorial Guinea and the son of the country’s president.
 
U.S. District Judge Rudolph Contreras ruled Friday that the government had failed to meet its burden of proof by linking the jet to specific illegal acts. The case was a civil forfeiture suit brought under a law allowing the government to seize assets of foreign nationals that are the fruit of criminal activity or corruption.


In June 2012, a federal judge in Los Angeles dismissed a similar complaint brought by the Justice Department against Mr. Nguema seeking to seize property in Los Angeles. In that decision, judge also ruled that the Department of Justice had failed to present information to show that Mr. Nguema’s funds were obtained through illegal activity or that he had participated in any illegal activity.


He described the charges in the complaint as “vague” and called the complaint “devoid of any facts that might support allegations that Nguema directly participated in extortion, misappropriation, theft or embezzlement.”


“I am pleased, l of course, by this ruling,” said Mr. Nguema. “I have great respect for the United States and its justice system. The law must work for everyone, and two separate federal judges have now dismissed cases brought against me. From the beginning, we sought to cooperate with the Department of Justice as it conducted its investigation, but my attorneys’ efforts were rejected. I regret that we have had to go this far, but I am prepared to continue to fight to defend myself of these unfounded charges.”

Proposal would give African nations the final say over Security Council actions in Africa.

President Obiang Nguema Mbasogo of Equatorial Guinea made a plea today to give African nations a veto over UN Security council actions on the continent. He did not give details.

“The Republic of Equatorial Guinea asks the international community to…allow Africa to obtain its protection in the Security Council with the right of a veto in its favor. So that Africa can decide for itself before this high organ of world security, and also for transparency in its actions,” he said.

President Obiang made his suggestion this morning in an address before the Special Session of the U.N. General Assembly on the Peaceful Resolution of Conflicts in Africa. 

Obiang noted that the long history of pre-colonial Africa was not characterized by wars among African peoples, and in the years since colonization, wars have been a result of the division of Africa by colonial powers. “The situation of belligerence in Africa is generally one of purely internal conflicts that are apparently difficult for affected governments to resolve,” he said.
“Why do African states have to confront powers outside Africa to resolve its internal conflicts?” Obiang asked. He laid some blame at the feet of “the African political class,” which, he said, “continues to believe that Africa cannot subsist without the intervention of the old colonial powers.”

President Obiang said that non-intervention did not “justify that a government might consciously work against its own people,” but “neither did it justify that the good judgment of African governments to submit to consensus by dialogue and negotiation are continually constrained by foreign intervention, blocking and impeding any solution negotiated by those very Africans.”

President Obiang, a recent president of the African Union, has consistently called for African nations to take greater responsibility for resolving the continent’s problems and for foreign powers to stand back and allow Africa to settle its own affairs. Since leaving office, he has been a leading voice for African interests in international forums and has emerged among African leaders as an articulate spokesman for Africa.

“Let us cut this umbilical cord of permanent dependency,” he said.

Equatorial Guinea and Turkey Strengthen Trade Relations

The Government of the Republic of Equatorial Guinea is working with the Turkish Government to enhance trade relations, including signing a free trade agreement.

Celestino Bonifacio Bakale Obiang, Equatorial Guinea’s Minister of Economy and Business Promotion, led a delegation to Brussels last week to discuss the trade agreement with members of the Turkish Government. The Director of the Minister’s Office, Luis Bocung Asumu, and the Director of Commerce, Rosendo Ondo Obiang, accompanied Minister Bakale Obiang to Brussels.

During the meeting, Minister Bakale Obiang said that Equatorial Guinea was interested in signing the agreement. He expressed his goal to increase foreign investment in the country and boost the national economy.

The trade agreement Turkey proposed to Equatorial Guinea has already been signed with a number of other African countries, including Cameroon, Congo and Ghana. The agreement is reflective of the two countries’ efforts to improve bilateral relations, which they have been trying to develop for several years. 

In 2008, Equatorial Guinea participated in the First Turkey-Africa Cooperation Summit in Istanbul, and in 2010, a Turkish delegation visited Equatorial Guinea to explore business opportunities.

Guide provides a comprehensive list of Equatorial Guinean companies

Equatorial Guinea recently launched a publication and website that provides a comprehensive list of Equatorial Guinean companies ordered by sectors called “Guinea A Mano” (Guinea at Hand).

The new business directory offers nearly two hundred pages of companies ranging from the banking to agriculture, automotive to transportation, wood, hotels, beauty, and other sectors. The business directory concept was designed and promoted by the former Minister of Finance, Francisca Tatchouop Belobe.

Government officials attended the launch ceremony, including the Minister for Finance and Budgets, Marcelino Owono Edu, and the Vice Minister of Planning, Economic Development and Investments, Valentin Ela Maye.

Statement from the Republic of Equatorial Guinea Regarding Upcoming Elections

The Republic of Equatorial Guinea will hold elections on 26 May 2013.  Citizens will elect members of a new parliament as well as local council members across the country. For the first time, voters will elect 55 members of a new Senate established in accordance with the constitutional reforms of February 2012. The remaining 15 senators will be appointed by President Obiang Nguema Mbasogo.  More than 100 candidates for Senate will begin campaigning this Friday for a two-week period prior to election day.

In reference to the upcoming elections, President Obiangstated, “We have celebrated the reform of our constitution and successive municipal, legislative, and presidential elections to form political institutions with the participation of all of our citizens. We welcome this historic upcoming election to bring elected voices into our localities and new Senate.”

“As I have stated in the past, we have much more to do in terms of electoral reform. We know our task is not easy and we have a long way to go, because this is about developing a country that started from little. It is about changing mindsets rooted in underdevelopment, and banishing habits that are opposed to modern development, such as tribalism, political opportunism.  These elections are part of that change and are about building a strong foundation for our developing and proud nation.”

“The U.S. Department of State noted our legislative elections of 2008 were ‘peaceful, orderly, and improved.’  We are building upon this record.”

“We are surprised that international non-governmental organizations have criticized us while we work to improve systems and involve more citizens in the electoral process These organizations have challenged us without offering support or assistance for building our civic society. Our most vocal critics have not even bothered to spend time witnessing our progress or working with our people to make positive change.”

Equatorial Guinea Prepares for Upcoming Municipal Elections

Friday, May 26, it will be the official start of the campaign for the legislative, senatorial and municipal elections to take place on May 26.

There will be three democratic options that the voters may choose: the first one, the great democratic coalition formed by the majority of the legally established parties: Democratic Party of Equatorial Guinea (PDGE), Liberal Democratic Convention (CLD); Socialist Party of Equatorial Guinea (PSGE), Progressive Democratic Alliance (ADP), Social Democratic Coalition Party (PCSD), Social Democratic Union (SDU) Popular Union (UP), Liberal Party (PL), Social Democratic Party (PSD), National Democratic Union (UDENA) and Social Democratic and Popular Convergence (CSDP). They all signed, on March 30, a large political coalition agreement to stand united in this election.

Moreover, the elections will also be attended by Convergence for Social Democracy (CPDS) with its Secretary General, Placido Mico at the head, and Popular Action (AP) of Carmelo Mba Bacale.

Equatorial Guinea Establishes Loan Guarantee Program for Small Businesses

Government seeks to encourage entrepreneurs by sharing risk
The government of Equatorial Guinea has established a new loan-guarantee program for small and medium-sized businesses (SMEs) as a means of encouraging entrepreneurs and stimulating the creation of new businesses in the country.
Under the program, known as the Pilot Partial Guarantee Fund for the Creation of Small and Medium Enterprises, the Government, the Ministry of the Economy will guarantee payment to the National Bank of Equatorial Guinea (BANGE) of loans to small and medium-sized entrepreneurs that are in default. BANGE is a private commercial bank.
The ministry will cover up to 40% of a loan made by BANGE to small and medium-sized enterprises, should the loan be in default. To do this, SMEs must meet a series of requirements when applying for a loan with BANGE, such as presenting a business plan or operating profit, among others.
The government announced the program at a ceremony on May 3, when Minister of the Economy Celestino Bonifacio Bakale Obiang and the director of the National Bank of Equatorial Guinea signed the official agreement.
The main objective of this initiative, according to Minister Bakale, is to "create jobs and create a competitive business environment."
During the ceremony, the Director of the National Institute for Enterprise Development and Promotion (INPYDE), Ricardo Maximum Torao Oyo, said that "the government is aware of the difficulties many small businesses face to obtain credit from banks, and the risks that they must assume the same, and it has made available all this fund, which provides a guarantee that money given to small businesses will be recovered in the event of insolvency.”
Minister of Finance Marcelino Owono Edu noted that the initiative comes from the desire of President Obiang Nguema Mbasogo to improve the country’s business environment, a critical step in the overall development of the nation. "Our current economic situation gives us an opportunity to do more things, and business development is the backbone in the goal we have set," said the minister. “This fund cannot be considered a mechanism to subsidize companies but as a means of sharing the financing risk between the public and the commercial banks.”

Government Finances Political Parties

In an address to the nation, President Obiang of Equatorial Guineacalled all citizens to get involved in the upcoming elections, stating he expects civility, patriotism, citizenship, and responsibility during the elections. “In our emerging democracy, we encourage all candidates to campaign hard, but in a fair and transparent manner.  We hope candidates do not fight against one another, but rather engage in a campaign of ideas that foster genuine democratic participation. The elections are not intended to raise tribal rivalries, hatred or offenses which violate the individual and collective rights of our country.”

In reference to the upcoming elections, U.S. Ambassador to Equatorial Guinea Mark L. Asquino stated,“I have had the opportunity to speak with President Obiang Nguema Mbasogo about the general elections that are coming up, which offer an opportunity to Equatorial Guinea to show that it is committed to democratic development, for which reason it is a very important date for the history of the country.”

Two political parties and a coalition of parties are participating in the election campaign.  The political parties include the Convergence for Social Democracy (CPDS) and the Popular Action of Equatorial Guinea (APGE) party, and the coalition includes the Democratic Party of Equatorial Guinea (PDGE) and the majority of the registered political parties in the country.

Teodoro Nguema Obiang Mangue, National Director of the Electoral Campaign stated, “We are calling upon the People of Equatorial Guinea to demonstrate political maturity to the international community. The debate of ideas between parties must demonstrate leadership through civility and transparency.  A successful election will help to showcase our growing civil society to the world.”

Obiang Calls for Great Participation and African Solidarity 

President Obiang of Equatorial Guinea today addressed the local and international media in a press conference held in Malabo.  He called for greater participation and involvement in Equatorial Guinea’s upcoming elections while also calling on African states to work together to bring progress and economic independence to the continent.

In reference to the election, President Obiang Nguema Mbasogo said that, “Equatorial Guinea’s political process is a learning process for our country.  It needs to be tailored to Equatoguineans.  We have not based it on other countries, but on our own.”

Obiang talked about the need for transparency in the elections and said, “The government and the political parties from the opposition conducted an electoral census to ensure the rights of voters and the legitimacy of the elections.”

The Ministry of the Interior and Corporations has provided financing to all of the political parties.  Funding includes campaign advertising and travel costs.

Through a plan called Horizon 2020, Equatorial Guinea is utilizing its oil wealth to build its political systems as well as health, agriculture, education, banking and transportation sectors. All the government ministries must meet benchmarks to get closer to meeting the goals of the President’s Horizon 2020 plan to move Equatorial Guinea towards a self-sufficient and growing economy.

In reference to the economy in the nation, President Obiang continued, “Equatorial Guinea doesn’t have unemployment issues, but we are in need of more professional training for our population. We require all foreign companies working in Equatorial Guinea to hire 75 percent Equatoguinean employees.  We need more training for our population to fill the skilled job offerings.”

“After 2020, our vision will shift from oil revenues and focus more on our other resources. Equatorial Guinea’s progress depends on Equatoguineans’ professionals, on their vision,” concluded President Obiang.

Candidates Address International Media Regarding Upcoming Elections 

Equatorial Guineapolitical parties today addressed the local and international media in a press conference held in the Equatorial Guinea Cultural Center in Malabo. Political candidates participating in the upcoming elections, from the opposition parties and the coalition, were able to share their platforms in an open and transparent setting. Candidates showed civility toward one another and shared ideas that reflected genuine democratic participation.

Richard Milam Acubiru, assistant director of communications for the Electoral Campaign for the Democratic Party of Equatorial Guinea (PDGE) said, “Our party is focused is on the maintenance of a political, economic and socio-cultural environment that works toward achieving a fast and balanced development with the ultimate goal of becoming an emergent country in 2020. Our platform focuses on the political, public, social, economic and infrastructure sectors to further develop the country.”

Francisco Mba, president of the Democratic and Progressive Alliance (ADP) party, which is part of the coalition, and current minister of transportation talked freely to the international media and said, “Equatorial Guinea is working hard to get close to other countries’ development, but countries in Europe for example are growing and developing at a much faster rate than we can. There’s still a lot of work to be done in Equatorial Guinea but we are on our way to becoming an emergent country. We fight to prove that today is better than when we lived under colonization and dictatorship. Today, the people of Equatorial Guinea live better and have more opportunities than in the past.” When talking about his experience in the coalition and working with other political parties, Mr. Mba said, “I’ve had a positive experience being part of the coalition. Coalition members sit together at a round table to discuss our ideas and how to carry them through. We come to a census through dialogue and camaraderie where every member is free to share their ideas.”

During the press conference, Andres Esono, communications secretary and Malabo major candidate for the opposition party, Convergence for Social Democracy (CPDS) said, “We have been able to campaign freely and share our platform with the people in Equatorial Guinea. We have shared our ideas and have communicated how we plan to share the country’s resources in an equal way.” When talking about incidents during the electoral campaign, Mr. Esono said that some of their posters had been ripped from the walls around town.

Alfredo Mitogo, leader of the Popular Union (UP) party, which is part of the coalition, said that he would like to see non-governmental organizations work with Equatorial Guinea to “find solutions that help our country while supporting our laws and our people without altering our established laws.”

Jesus Loguna, opposition party and parliament candidate for the Popular Action of Equatorial Guinea (APGE) party said, “We have always participated in election events because we live in a democracy. We don’t want confrontation. Our objective is to be able to increase our natural resources development. We should invest more in exploiting our rich soils and expand our agriculture sector.” In reference to the financing of the party’s campaign, Mr. Loguna said, “We have received financing from the Ministry of Interior as well as from members of the party.” 

Equatorial Guinea to Renovate all its Hospitals Within Four Years

Minister of health, also leader of Socialist Party of Equatorial Guinea, says citizens have access to quality care. 

The government of Equatorial Guinea is working to renovate all the hospitals in the country within the next four years, according to Minister of Health Tomás Mecheba Fernández Galilea.

Mr. Fernández, who is also secretary general of the Socialist Party of Equatorial Guinea (PSGE), discussed the renovation project in a press conference with international media about his party’s platform and developments in the country’s health sector. The PSGE is part of Equatorial Guinea’s governing coalition.

According to Mr. Fernández, foreign companies have worked with the government to play an important role in improving health conditions in the country. “The government requires that all oil companies contribute toward social service projects. We have had excellent results with the work that Marathon Oil has done. They partnered with us to establish a malaria program that has benefited citizens throughout the country, we are planning to produce the malaria vaccine here in Equatorial Guinea,” he said.

He said that the public has good access to quality health care, and that the quality is improving and the access growing year by year. “We have the state-of-the-art La Paz hospitals in Bata and Malabo, which are available to everyone in the country,” he said. “They are not just for the elite. Everyone is welcome to go. We have several other hospitals that are available for our citizens at a lower cost than in neighboring countries. We offer treatments for AIDS, malaria and tuberculosis to all Equatoguineans at no cost.”

Equatorial Guinea’s political parties are currently campaigning for the elections to be held on May 26. This is a historic election, in which citizens will elect members of a new Senate established in accordance with the constitutional reforms of February 2012. Voters will also elect members of a new parliament as well as local council members.
